Key Responsibilities

The Funfair HSE Manager is responsible to ensure Health, Safety and Environment standards of funfair area are established and adhered effective.


The position is responsible for promoting the awareness of HSE Management System concepts, including emergency preparedness, for Funfair area and all its staffs and personnel. This position reports to the Funfair Director and will be having functional reporting relationship with HSE Manager of Global village. Major responsibilities include identifying and assessing unsafe acts and unsafe conditions, providing guidance and advice on workable solutions for corrective measures in day to day activities in Funfair area during season and off season. Liaising with all Regulatory Authorities on the ground related to Fun Fair operations.


• Develop and Implement GV HSE Policies and Procedures in the funfair area during season and off season and coordinate the participation of other departments and stakeholders within that program.
• Lead the investigation of incidents, accidents, near misses, property damage occurrences and complaints related with Funfair to ascertain causes and needs for corrective actions; take initiative in the development and implementation of measures and strategies to prevent recurrence.
• Assist the HSE Manager of Global village to strategically plan and oversee the HSE implementation programs in Global Village Funfair area.
• Coordinate and advise to relevant departments in order to have efficient administration of HSE programs and events and actively promote a strong HSE culture amongst staff and contractors within Funfair area.
• Ensure operation team are operating rides as per rides manufacture SOPs and technical team are maintaining rides as per manufacture maintenance instruction and manual.
• Liaise with all relevant government agencies as it relates to Funfair operations. Especially, with DM Public Safety Department in order to obtain NOC’s.
• Responsible to identify potential hazards, calculate the risk and write risk assessments of funfair Maintenance and Operations activities in consultation with HSE Manager of Global Village. Ensure that all such risk assessments are recorded, reported and reviewed appropriately.
• Ensure that any accidents and incidents are recorded and reported in an appropriate manner, as per the escalation protocol.
• Update the HSE Manager of Global Village and Duty Manager on the funfair operations on a regular basis in a timely manner.
• Carry out scheduled and unscheduled HSE inspections and audits in funfair area, prepare reports and communicate corresponding reports to action owners.
• Identify and assess unsafe acts and unsafe conditions and report to the concerned stakeholder/s in a timely manner in coordination HSE Manager of Global Village.
• Responsible for HSE Management in funfair during operations (i.e. during season), pre-opening set-up of all rides, dismantling/close-out of all rides after the season and off-season.
• Prepare and monitor reports as required by the management.• Keep up-to-date of developments in the industry, both internal and external, such as changes in legislation and initiate proactively suitable action plan.

Skills

Knowledge, Skills, Experience and Competencies:


Minimum Qualification:


• Must possess a Degree or a Diploma in relevant technical field.
• Must possess NEBOSH International General Certificate
• First Aid Training
• Fire Fighting, Prevention and Emergency Response
• Accident Investigation
• Must possess good knowledge of safe operations of amusement rides and devices
• Preferably with a fair knowledge of international standards (i.e. ASTM standards related to Amusement rides and devices), Federal, local and other regulatory agencies rules and regulations. • Preferably with a fair Knowledge of OHSAS and ISO standards


Experience:


Minimum 5 years’ experience in HSE functions or event planning or equivalent related field. Previous experience in funfair rides maintenance/safety would be an added advantage


Job Specific Skills:


• Adequate knowledge of ride operations, procedures, and Safety systems.
• Mental and emotional capability to make sound decisions quickly during potentially life-threatening situations in the event of an emergency in funfair.
• Must be able to train others on the safe usage of equipment.
• Interpersonal skills necessary to effectively communicate not only with senior management but with seasonal employees in resolving problems.
• Report Writing skills
• Must be able to access all areas of the park.
• Must be able to work outdoors in all-weather condition • Must be able to work evenings, weekends, and holidays.
